Abstract
La regulación de los salarios estuvo en el centro de una multiplicación de los conflictos del trabajo en Uruguay. El artículo analiza los cambios de la política de Gobierno como una respuesta a tensiones institucionales y sigue el curso de las luchas. Muestra cómo los conflictos produjeron resultados que no solo contradicen las orientaciones del Gobierno, sino que expresan también una tendencia hacia la autonomía política de los trabajadores.
