The Role of Subnational Diplomacy in Building International Relations from Regional Governments in Chile

Abstract
The transformation of the contemporary international system has led to the emergence of new actors capable of influencing international relations, including subnational governments. This phenomenon, known as paradiplomacy, has become increasingly relevant as an analytical concept, as it highlights the progressive erosion of the state’s monopoly over foreign policy. In this context, regional governments have begun to play an active role in projecting their territories internationally, directing their actions toward economic, social, and territorial development objectives. This study aims to analyze the objectives, actions, and mechanisms of paradiplomacy implemented by regional governments in Chile during the 2021–2024 period, within the framework of political and administrative decentralization processes. Using a qualitative and exploratory-descriptive approach, the research is based on documentary analysis of primary sources that document relations with state and multilateral international actors.
