Abstract
Este ensayo pretende mostrar un panorama general de lo que acontece en Latinoamérica en cuanto a tendencias actuales de la profesionalización de la función pública. El objetivo central es hacer un balance entre lo que los gobiernos han pretendido hacer en contraposición a lo que en realidad pueden hacer. En el marco de lo que hemos denominado como las buenas y malas noticias. Para ello, se utilizan como fuentes principales algunos informes y estudios que se han realizado en los últimos años en la región y que ubican a los distintos países en un determinado lugar, de acuerdo a sus propios avances y nivel de desarrollo alcanzado.
