Intersectoral Management of Programs within the Chilean Social Protection System

Abstract
This article examines the intersectoral management of Chile’s Social Protection System, highlighting key structural challenges and tensions. Through an analysis of the Chile Crece Contigo and Seguridades y Oportunidades subsystems, it reveals the persistence of a sectoral logic that hinders effective coordination among institutions. The role of public officials—especially street-level bureaucrats—is emphasized as critical in implementing policy, while simultaneously facing institutional incentive systems and power dynamics that complicate intersectoral cooperation. The study argues that intersectorality, beyond being a normative principle, requires institutional conditions, territorial capacities, and governance mechanisms capable of overcoming fragmentation. It concludes that the success of this model depends on shared goals, coherent incentives, and a cultural shift in public management toward integrated and collaborative approaches.
