Construyendo estrategias comerciales en América Latina contemporánea. La descuidada dimensión política del comercio internacional

Abstract
Las reformas económicas desarrolladas durante la década de los noventa propusieron una visión estática de las ventajas comparativas, reduciendo la política comercial al manejo de aranceles y minimizando el carácter multidimensional y estratégico de la inserción económica internacional. Los desalentadores resultados en América Latina, respecto a su capacidad de generar mayor valor agregado, sugieren que conviene volver a replantear su diseño. En este artículo se argumenta que se debe prestar más atención a unir las estrategias comerciales con el soft power y especialmente con una estrategia nacional de desarrollo. Los hallazgos sugieren, además, que las condiciones institucionales mínimas para tal proyecto en América Latina están dadas.
