EL PRINCIPIO DE LA RESPONSABILIDAD DE PROTEGER: ¿SUPONE UNA NUEVA EXCEPCIÓN AL USO DE LA FUERZA?

Abstract
El concepto de responsabilidad de proteger está asentado y aceptado. Lo que todavía no se encuentra aceptado es la eficacia y su puesta en práctica. La interpretación jurídica de la soberanía de los Estados, la prohibición del uso de la fuerza e incluso la intervención de humanidad están siendo desplazados en su comprensión normativa por el concepto de la responsabilidad de proteger. Centrándonos en unos fundamentos específicos de la responsabilidad de proteger y señalando varios métodos de aplicación para su efectividad, son los que marcarían una nueva excepción al uso de la fuerza y un nuevo tipo de misiones basadas en la responsabilidad de proteger.
