Abstract
América Latina, subcontinente de estados históricamente fuertes y activos, se encuentra hoy tratando de explicarse un proceso de deterioro y creciente pérdida de prestigio y poder de las instituciones estatales. En los últimos veinte años hemos perseguido el ideal de un modelo de estado gerenciador para culminar con la presente versión de un Estado acosado e incapaz.
