Abstract
La modernización del Estado se ha constituido en un desafío país, estableciéndose como una meta estratégica para todas las instituciones públicas nacionales, a la que una multiplicidad de profesionales de éstas destinan gran cantidad de tiempo. Esta preocupación también se ha constituido en algo permanente, que ha llevado a la conformación de una unidad estatal encargada de este proceso, denominada Proyecto de Reforma y Modernización del Estado, dependiente del Ministerio Secretaría General de la Presidencia.
